Commission approves minutes; staff updates on Red Gap Ranch and engineering work

At the Nov. 20 meeting the Flagstaff Water Commission approved its minutes from the prior meeting by voice vote after a motion and a second. No roll-call tally was recorded in the transcript; Chair Doba noted the motion carried on an "aye" voice vote.

In informational items, staff reported continued work with Jacobs Engineering on planning for the Red Gap Ranch project. Aaron (staff) and other presenters said Jacobs is in phase 3, focusing on environmental review and appraisal‑study work that aligns with the Bureau of Reclamation’s appraisal study; the bureau’s involvement could allow cost‑sharing for additional engineering. Staff said procurement and scope alignment questions remain and that they are working to avoid duplicative effort.

Staff also reported that the Arizona Department of Water Resources (ADWR) will provide funding for modeling work on the Coconino/Redwall and Wildcat aquifer systems, a development staff described as "good news" for the partnership’s modeling needs.

No formal council‑level decisions were made on Red Gap Ranch at the meeting; staff said they would return with updates as the appraisal study and procurement choices progress.
