The Rockbridge County Board of Supervisors on Nov. 24 approved a series of administrative and budget measures, including a $656,766 school appropriation for ball field lights, additional county appropriations affecting the sheriff’s office, a county list of approved engineering firms for open‑ended services, adoption of board bylaws, enrollment of the Glasgow Volunteer Fire Department in a BayCorp volunteer workers’ compensation pool and two board appointments.
Mister Harrison presented the school appropriation resolution for Rockbridge County High School ball field lights and reminded supervisors this followed a prior transfer the board approved Oct. 14. The board voted unanimously to appropriate $656,766 for the project.
Harrison also presented a county financial resolution authorizing payment of bills and additional appropriations. He said the sheriff’s office had three additional appropriations: $10,000 from an auto insurance claim, $56,139 in federal grants and $12,795 in state grants; the board approved the resolution by unanimous vote. Harrison reported federal revenues of $18,427,695 and expenditures of $23,494,740 as of Oct. 31, leaving a year‑to‑date deficit of $5,067,045 and noting that the large property‑tax payment typically arrives in December.
The board considered a BayCorp recommendation after a recent audit showed departments receiving stipends for volunteer members must have volunteer workers’ compensation coverage. Staff proposed enrolling the Glasgow Volunteer Fire Department in a BayCorp self‑risk pool at a cost of $1,725 annually for active Glasgow members, with the initial payment to come from the county fire‑rescue budget. The board moved and unanimously approved the resolution authorizing the fire rescue chief to execute agreements and manage volunteer claims.
On procurement, Mister Harrison said a review committee chose nine firms from 14 proposals for open‑ended engineering and surveying services; the selected firms will be eligible for task orders and agreements have been reviewed by the county attorney. The board approved the list by unanimous vote.
Mister Dryden presented updated board bylaws, noting minor edits (punctuation and article numbering), inclusion of an electronic meetings policy, and additions addressing decorum and confidentiality. The board adopted the bylaws (option 1 for chair functioning) and the clerk will post the updated bylaws on the county website.
The board filled two vacancies: Travis Coffey was appointed to fill an unexpired term on the TCO following Jason Harris’s resignation, and Virginia Cameron was appointed to the Rockbridge Area Community Services Board to replace Anne Ashby McKissick (term expired Dec. 31, 2025). Both appointments were approved unanimously.
The meeting closed with Chair Ayers wishing residents a safe Thanksgiving and the board adjourning by unanimous vote.
