The Village Board of Villa Park approved several administrative and consent items at the special meeting.
Insurance renewal: staff recommended and trustees approved a resolution to adopt the village's 2026 employee and retiree medical, dental, vision and life insurance through Blue Cross Blue Shield, based on competitive quotes obtained through a new broker. A Brown & Brown Insurance representative told the board the initial renewal increase of 25% was negotiated down to roughly an 18% overall increase with no change to benefits; dental premiums were reduced further by a $10,000 premium credit that results in a small annual decrease for dental (about $1,800 saved annually) and vision and life rates were locked for multi-year terms.
Appointment: the board appointed Beverly Johnston to the Senior Concerns Commission for a term expiring April 30, 2028. Trustees discussed meeting cadence for the commission and staff said the commission will meet starting the first Monday in December and that a board liaison is in place.
VillaFest Commission: the board considered an ordinance to create a VillaFest Commission (to plan and coordinate community events and help staff run larger festivals). Trustee Cozart moved to waive the first reading and approve; after discussion about scope relative to other commissions and an application process for commissioners, the motion passed by roll call.
Consent items: the consent agenda passed and included the bill listings for the weeks of 11/03/2025 ($1,188,588.05) and 11/10/2025 ($469,921.35), approval of several meeting minutes and a final change order (Net +$47,710.93) for the Ridge Road Drainage Improvements contract with Meru Sewer Construction of Des Plaines.
