Moffat County commissioners approved a ground lease on Nov. 25 that lets Bernard Carwick build a hangar at Candace Miller Airport.
The decision came after a county presenter summarized the request and said the airport board reviewed the proposed hangar’s placement and exterior colors. The presenter said the FAA clearance (form 7460) was returned with approval and that Carwick is completing building permits; the county will issue a two-year construction ground lease, which will convert to a 25-year lease after the certificate of occupancy is granted.
The presenter described the proposed location as just north of Luke Tucker’s new hangar, east of the apron, and said site constraints limit any further northward move because of the neighboring hangar’s angled placement. The presenter said there will be approximately a 30-foot side setback between the new hangar and the adjacent hangar. Minimal foundation work was expected before winter, with main construction likely to resume in spring and a possible completion window of late May to early June, weather permitting.
Chair moved to accept the ground lease for Mr. Carwick “as presented”; the motion was seconded (recorded in the transcript as “K.”). The board approved the motion by voice vote and the chair declared the motion carried. The transcript does not record a roll-call vote or list individual vote positions.
The board approved the consent agenda earlier in the meeting and heard no substantive public comments before the hangar item. The county set its next meeting for Tuesday, Dec. 9, 2025, at 8:30 a.m., and adjourned the session.
Notes: Transcript shows varying spellings for the neighboring hangar owner (appearing as “Timbergh,” “Timberth,” and “Timberg”); this report uses the normalized spelling “Timberg” for consistency, flagged in clarifying details.
