Change order: The board approved Change Order 1 to City of Franklin Contract No. 20250174 with Garnet Construction for emergency repair of a 48-inch fiberglass-reinforced pipe (FRP) on Greenville Drive. A motion to approve was made by Alderman Potts and seconded; the board voted unanimously to approve. The dollar amount read aloud in the meeting transcript was $1,452,008,381.52; that figure appears inconsistent with typical project scales and may reflect a transcription error in the meeting record.

Legal contract: The board approved Contract No. 2025-0532 with Staglusa LLC for legal representation in a PFA class-action matter on a contingency-fee basis. The motion was moved and seconded and passed unanimously.

Other business and adjournment: The board approved routine consent-agenda items earlier in the meeting, voted to defer a zoning-ordinance amendment to Jan. 13, 2026 (see separate item), moved into executive session and later returned and adjourned.
