Council approves first readings of development-code updates tied to recent state laws

On Nov. 20 the Clearwater City Council approved the first readings of two ordinances that amend the community development code to reflect statutory changes and to codify existing staff practices.
Planner Lauren Matzke said Ordinance 98-56-25 moves final plat approval from the council to the community development coordinator (the planning and development director), codifies notice requirements for stages of the planning process, and clarifies minor-lot-adjustment provisions. The Community Development Board had unanimously recommended approval.
Matzke also presented Ordinance 98-57-25 to update review processes and time frames to implement statutory requirements, including notification when applications are submitted and fixed time frames (120 or 180 days) for approval, and modest adjustments to internal review timelines.
Both ordinances were described as consistent with the Clearwater 2045 comprehensive plan and were approved on first reading with no public opposition recorded at the meeting.
Planners said the changes put some approvals into administrative channels to match state law and to make local procedures more predictable; council members voted to advance both measures on first reading.
