During its Nov. 20 work session, the Hoover City Council reviewed a set of routine and project items scheduled for formal consideration at the next regular meeting.
Key items staff previewed included:
- Library board reappointment: Resolution to reappoint Jeff Rogers to a full term after he filled the unexpired term of Hal Humphrey.
- Banking signers: Resolution to maintain Casey Middlebrooks (mayor), Speaker 2 and Melinda Lopez as custodial signers on Regions Bank accounts.
- Alcohol license: Resolution 866725 to grant an alcohol license to ARA Enterprises doing business as Desi Twist; Miss Dickerson reported no objections from police or planning.
- Fire and police testing agreements: A memorandum of understanding with the Alabama Fire College for test administration and a contract with the International Association of Chiefs of Police for promotional assessments were presented for authorization to execute.
- Alabama Power agreement: Resolution 867025 to authorize a pole attachment and unmetered billing agreement to hang city Christmas lights on Alabama Power poles.
- Bluff Park playground: Resolution 867125 to amend the fiscal‑year budget to reallocate $58,560 from a Moss Rock Preserve account to add accessibility enhancements to a $160,000 playground project; park board approved the final design.
- EMS intergovernmental agreement: Ordinance 25 26 84 to participate in Shelby County's EMS transport funding program, which Chief Bentley said provides funds based on square miles; funds are earmarked for supplies, fuel and nonconsumables.
- Land use: A public hearing will be held on a conditional use request to convert an unbuilt tennis area at Inverness Country Club (1 Country Club Drive) into pickleball courts with conditions on hours, lighting and MS4 compliance.
Council members asked routine clarifying questions on several items and there were no substantive objections raised in the work session. Several items will be on the Monday consent or regular agenda for formal action.
