The Seaford mayor and council unanimously approved a dedication agreement on Nov. 25 that will allow the city to dedicate a portion of the Hooper’s Landing Golf Course property to public use and use Community Transportation Funding (CTF) to repave the lot.

City staff explained the area (previously seal‑coated and used informally for parking) would be formalized as a public parking lot in perpetuity, which the state requires to accept certain CTF grants. Staff said Representative Short offered to contribute roughly one‑third of the project cost through his CTF allocation. The total project cost was described as just below $100,000; staff said this dedication is necessary to secure state funds.

Councilman Cohen moved to approve the dedication agreement; Councilman Holland seconded and the council voted aye unanimously.

Staff noted the access point off Sussex Highway will remain in place because DelDOT requires fire-lane ingress and egress, and that no easement was requested by the landowners as part of the agreement. The mayor would need to execute the agreement and staff would process the paperwork with the state for the funding to follow.

The council did not discuss construction timing in detail on Nov. 25; staff said the city would pursue the state funds once the agreement is executed and approvals are complete.
