City staff recommended, and the council approved, waiving competitive bidding to use the unit prices Federal Paving Incorporated agreed to hold from the 2025 Eagle Heights project for the 2026 Oak Creek road improvement work. Council voted to waive the city’s bidding requirement and then approved a contract extension/award for $2,100,586.96 to Federal Paving of Auburn Hills, authorizing the mayor and city clerk to sign the contract.
HRC representatives said Federal Paving was the lowest responsible bidder on the prior project and agreed to hold unit prices for the upcoming work, which the staff said would provide cost stability, continuity and streamlined coordination. A council member flagged inconsistent numbers in a recommendation letter and asked staff to clarify a numeric discrepancy in the materials; HRC and staff said the reasons to waive bidding included the contractor’s willingness to hold prices and the desire to schedule work to align with the road bond program.
Council also questioned whether sufficient staff continuity exists given the city currently lacks a permanent city manager. HRC said the same project team that has managed recent road projects will continue to support the city through the transition and help onboard the next city manager.
