The Craven County Board of Education unanimously approved the meeting agenda with one change and removed policy 3.400 (Evaluation of Student Progress) from the consent agenda for additional local review.
"I just ask that we remove...policy 3,400, evaluation of student progress," said Miss Stacy before the board voted to accept the agenda. The motion to accept the agenda as presented, with policy 3.400 moved off consent, passed "7 for 7."
Miss Stacy told the board she wanted more time for principals and staff to review a draft state board policy (identified in the meeting as "grad 9") that informs local policy 3.400. She quoted language from the state draft: "Force fail may only be used for a student who does not have a passing grade based on content and also has significant absences based on local board policy," and noted the draft also stated, "A student may not fail a course based solely on attendance." She asked to move the local policy to a first read at the December work session so high school principals can propose local wording.
The board then considered and approved minutes from Oct. 14 (work session) and Oct. 16 (regular meeting), with an agreed amendment to add an action item asking principals to forward their top three budget priorities; the approval vote was unanimous. The board also approved three sets of closed-session minutes (Oct. 13 panel hearing; Oct. 14 closed session; Oct. 16 closed session) unanimously.
Later in the meeting a motion to enter closed session was moved and seconded; the stated purposes were personnel matters and consultation with the attorney. The board voted to go into closed session.
