Kent Parisian updated Daviess County commissioners on Nov. 25 about growth in the Tech Park and Westgate Authority activity, saying several large projects are progressing and that grant timing could leave a funding gap.

"Looks like they'll be completed in May or June 2026 now," Parisian said of the Kratos building that is being constructed in the park. He said Kratos is also working on an additional project east of the academy and that other firms — including a CACI project and several flex-building proposals — are in various stages of site work and steel erection.

Parisian told commissioners the Westgate Authority awarded a Phase 1 infrastructure contract to Reed & Sons for $1,830,000, a figure notably below earlier cost estimates near $3.2 million. He said the savings will free funds for other infrastructure work. Parisian also described the REDI 2 redevelopment-tax-credit agreement being finalized and warned that federal funding decisions could alter the overall financing, potentially leaving an $11 million shortfall that Westgate may need to borrow to cover.

Parisian described plans for new parks inside the Tech Park and a White River Military Coordination Alliance proposal for a USS Constitution replica and STEM center in Daviess County, adding that Westgate's interest hinges on projects being financially sustainable.

What happens next: Westgate will proceed with contracted infrastructure work and continue pursuing grant and tax-credit funding; county and Westgate officials said they will monitor federal budget actions and return with updates if funding gaps require county attention.
