SACRAMENTO — The Board of Equalization took several routine and adjudicatory votes during its Nov. 19 meeting before recessing for lunch.
Role correction (item 2): The board adopted a staff-recommended correction removing one Santa Clara County parcel from the state-assessed role for tax years 2022–2025. Member Vasquez moved the motion, Member Schaffer seconded, and the roll call was unanimous.
Nonappearance consent matters (item 3): SAPD presented two petitions for reassessment of the 2025 unitary value that staff and petitioners resolved jointly; the board approved staff recommendations unanimously.
Pio Pico Energy Center LLC (item 4): Appeals attorney Sarah Wilkman recommended denial of Pio Pico’s 2025 petition after concluding the petitioner did not meet its burden of proof; Member Schaffer moved to deny, Vice Chair Lieber seconded, and the board voted unanimously to deny the petition.
Netley Fiber Holdings, LLC (item 5): Staff presented a parties’ agreed recommendation to reduce the 2025 unitary value to $96,000,000. Member Vasquez moved to approve the revised recommendation; Member Schaffer seconded and the board voted aye unanimously.
Each of these items was presented as a constitutional or adjudicatory function and included the clerk’s administrative announcements and confirmation that contribution-disclosure forms were filed as required by law. There were no public commenters for any of these items.
Why this matters: These roll-call votes resolve assessment and valuation questions that affect local county assessment rolls and the property-tax allocation process. The Netley Fiber reduction and the Pio Pico denial are adjudicatory determinations that will be memorialized in the board record.
