Agency leaders updated the board on organizational activity and near‑term responsibilities.

Executive Director Yvette Stowers summarized outreach at tax‑policy conferences and the BOE advisory council. Chief Deputy Lisa Renotti reported three recent hires, progress on knowledge transfer and a milestone on the appraiser classification project with CDTFA and CalHR.

Taxpayer Rights Advocate Lisa Thompson reported 23 completed cases in October 2025, primarily valuation issues and penalty cancellations. Deputy Director David Young and Lauren Keach summarized property‑tax operational work: BOE issued 38 LTAs in calendar year 2025 and scheduled appraisal training (40 classes plus webinars) for the 2025‑26 fiscal year.

Young also described a California Public Utilities Commission decision that treats many VoIP providers as regulated telephone companies, which will shift reporting responsibility to the BOE for entities meeting a $2,000 de minimis threshold. An initial CPUC list contains about 800 entities; BOE will screen duplicates and determine which have sufficient taxable tangible property to appear on the central assessment roll. Staff said this effort could materially increase central assessment workload in early 2026.
