The Board of Equalization voted to hold an informational hearing on the Legal Entity Ownership Program (LEOP) at the Jan. 29, 2026 board meeting.
Vice Chair Lieber presented the proposal as an oversight opportunity to examine changes in ownership reporting, verify that property valuations reflect true ownership changes and ensure local governments receive accurate property‑tax revenues. He proposed a 90–120 minute hearing featuring BOE LEOP staff, county assessors, academic researchers (for example, USC) and representatives of stakeholder organizations such as CalTax, the Howard Jarvis Taxpayers Association and the California Business Roundtable. BOE staff confirmed availability and said they would begin outreach to the suggested speakers.
After discussion about order of presentations and the role of BOE staff, Vice Chair Lieber moved to schedule the informational hearing for Jan. 29, 2026; Member Vasquez seconded. The roll call vote was unanimous and the motion passed.
The hearing will start with a BOE overview of LEOP and staff presentations, followed by remarks from assessors and then academic and stakeholder presenters, per the motion and staff commitments.
