Staff described the project as a roughly 58,000‑square‑foot, four‑story hotel with 90 rooms, two ballrooms (combined capacity estimated by the architect to be about 120–280 people depending on configuration), and 133 parking spaces including a 52‑space basement. The site is located at West Larch Road and North Tracy Boulevard and is within 500 feet of the I‑205 freeway, which triggers Planning Commission review under the city's development review rules.
Commissioners asked questions about site circulation, the location of a trash enclosure near the street corner and whether alcohol would be permitted on the rooftop terrace. Architect Shirad Lal said the terrace has perimeter planters and limited guest egress and the applicant noted that any bar or banquet alcohol service would be regulated by the state ABC process. The applicant, Navdeep Grewal, and the architect agreed to work with staff on relocating and screening the trash enclosure and confirmed the applicant will participate in required off‑site road improvements, including a traffic signal at the intersection.
During public comment, a WebEx speaker expressed concern about noise and traffic impacts; a nearby developer, Mohammed Amini, supported the hotel, saying on‑site improvements and off‑site dedications will help widen Larch Road and improve sidewalks.
A motion to approve the development review permit, find the project exempt under CEQA, and include an amendment directing staff and the applicant to relocate the trash enclosure and complete off‑site improvements passed on roll call. Staff will incorporate the trash‑enclosure condition into the final conditions of approval and track required off‑site work in the building/permitting process.
