Portland Public Schools presented an implementation update on its student use of personal electronic devices at the Nov. 25 meeting.
District staff said elementary schools reported very few technology violations related to personal devices. Dr. Ahmed said there were six recorded technology violations across elementary schools in the district — incidents tied to school‑issued devices accessing YouTube rather than assigned instructional software — and no documented cases involving personal cell phones or smartwatches. Middle‑school implementation was described as "very smooth," with staff reporting reduced infractions and increased engagement.
High schools, however, recorded about 115 technology‑related incidents across the district since Sept. 2 (Deering High School data was not yet fully entered). Staff said the data now forms a baseline for a planned deep dive that will analyze trends by school, time and type of device and that additional interventions will follow, including clarifying entry/exit logistics at Deering and continuing staff training.
Board members asked for more granular SWISS‑system reports, breakdowns by school and confirmations that discipline protocols (progressive discipline, parent contact, phone confiscation where specified) are being followed. District staff committed to returning with a fuller report in February 2026 that includes Deering data and school‑level breakdowns.
What’s next: The administration will analyze SWISS incident data, refine interventions and return to the board with a data‑driven update in February.
