The Laramie City Council approved Resolution 2025-92 on Nov. 18 to create a 2026 Street Rehabilitation Project and transfer $14 million from general fund committed reserves to the capital construction fund.
Director Webb said staff used a pavement-condition index and other criteria (collector/arterial focus, continuity, minimal curb-and-gutter repairs, and underground utility condition) to select nearly five miles of streets for mill-and-overlay rehabilitation. Webb noted in-house engineering work reduced typical design fees and said the engineering estimate for construction is just over $13 million, leaving contingency room.
The project includes ADA corner upgrades to meet Department of Justice guidelines. If approved, the project will go out to bid in the next few weeks with contract awards expected in early February and construction through summer 2026 (completion targeted for September–October 2026). Council approved the resolution 8–0 (1 absent).
