Commissioners also clarified that some cabinets the commission intended to target are city‑owned while others are on or adjacent to state roadways; staff cautioned that TxDOT’s roadway regulations could restrict work even on equipment not owned by TxDOT if located within right‑of‑way. The commission agreed staff should pursue legal and administrative clarity before soliciting designs.
