The Logansport Redevelopment Commission approved three resolutions and several routine items at its meeting. Chair (Speaker 1) opened the meeting and the commission accepted the Oct. 22 special meeting minutes and the financial reports for the RDC's TIF and non‑TIF districts.
The board corrected Resolution 2025‑354 to adjust a Baker Tilly invoice amount to $2,568.80; members asked staff to request a detailed invoice before payment. "I'll make a motion that we correct the resolution 2025‑354 in section 2 to modify the payment ... to $2,568.80," the Chair said, and the motion passed by voice vote.
On a substantive item, the RDC approved Resolution 2025‑355 to provide a $150,000 discretionary line of credit to Habitat for Humanity to cover materials and soft costs that allow the nonprofit to begin additional houses before bank closings create cash‑flow gaps. Member (Speaker 4) described the mechanism as a project‑by‑project, interest‑free line of credit to be repaid when Habitat closes and receives mortgage proceeds. The board added a reporting requirement and voted to approve the seed funding.
The commission also approved Resolution 2025‑356 to fund up to $27,000 in equipment for the Career Center's photography pathway — 15 ThinkPads for about 60 students — with $13,500 from the downtown fund and $13,500 from the consolidated fund. Members confirmed the expenditure falls under Indiana Code authorizing up to 15% of RDC revenue for training and workforce initiatives.
All motions reported in the meeting passed by voice votes; the record shows aye votes and no recorded dissents. Several members asked for more invoice detail and project reporting as conditions of approval. The commission reviewed its annual spending plan and discussed upcoming RFPs for mowing/landscaping and demolition work before adjourning.
