The Elkhart Board of Public Safety on Nov. 25 voted to renew a five-year contract with Axon Enterprise and approved several other police-department contracts, and it placed an administrative-leave notice on the meeting record.
Dan Milanese, chief of the Elkhart Police Department, told the board the Axon renewal is a five-year contract that "covers a plethora of things that includes our body cams, car cams, tasers, some training components." He asked the board to authorize Captain Snyder to sign the final agreement on the city's behalf. The board approved the renewal by voice vote; the motion recorded a total contract value of $4,875,682.06.
Milanese also sought approval for renewals of Leads Online, an investigative-property database, and for an advertising agreement with Billboard Source. The Leads Online contract was approved for $13,742, and the Urban SDK traffic-data subscription — which Milanese said provides vehicle speed and aggregate traffic-pattern data without personal identifiers — was approved for $23,725. Milanese requested the same signing authority for Captain Snyder on those contracts, and the board granted it.
A motion to approve a Billboard Source agreement was also carried; there is a discrepancy in the record between the amount Milanese stated ($28,824) and the amount stated during the motion ($28,825). The board approved the contract in that motion.
On personnel matters, Milanese notified the board that an administrative-leave notice for Sergeant Brandon Rountree, effective Nov. 23, 2025, had been received and would proceed through the department's due-process procedures. A board member moved to place the administrative-leave notice on file and the motion passed.
The board approved each item by voice vote. No member-level roll-call vote totals are recorded in the meeting transcript.
