The Douglas County School District board authorized Superintendent Alvarado to negotiate a memorandum of understanding with the Town of Minden to convert the grassland adjacent to the district office into an official dog park.
JD Frisby, town manager for Minden, told the board the town has included a dog park in its capital improvement plan and proposed investing roughly $200,000–$300,000 to improve the site. Frisby said the town would take ownership and assume liability for the parcel, but proposed a reverter clause so the property would return to district ownership if it ceased to operate as a dog park.
Trustees asked about liability, parking, neighborhood traffic, fencing and potential fiscal impacts to the district. The board clarified the request was to authorize negotiations and not to approve a final agreement. Trustee Zinkie moved to authorize the superintendent to negotiate the MOU; Trustee Burns seconded. The motion passed 5–1; Trustee Miller voted no.
Superintendent Alvarado and town staff said they would return a draft interlocal agreement for board consideration in December.
