The Board of Supervisors held a public hearing on a proposed mosquito vector and disease assessment and then certified the ballot tally on Nov. 18. Amanda Paulson, assistant vector control manager, announced the weighted result: "The percent of ballots approving the assessment weighted by the amount of the proposed assessment is 61.13%. Therefore, the assessment has passed." Several residents spoke in opposition to additional assessments and pesticides; staff and counsel explained the Proposition 218 weighted‑ballot method, where each parcel’s assessment amount determines ballot weight.
Supervisor Martinez moved to adopt the recommended actions to approve the engineer's report and order the levy beginning fiscal year 2026–27; a second motion followed and the board took a roll‑call vote. The motion passed unanimously.
Staff said the next steps include filing the resolution and implementing the assessment per the engineer's report. Public comments focused on taxation burden, pesticide use, and requests for greater explanation of how weighted ballots work; county staff and the assessment consultant explained the statutory weighting approach and thresholds.
