Board of Adjustments grants variance to allow remodeled 1978 manufactured home with inspection condition

The council sitting as the Board of Adjustments considered a variance request on Nov. 18 to waive the town's five‑year age limit for a manufactured home proposed at the northeast corner of Butte Avenue and Warner Street (524 E. Butte Ave). Director Monroe and staff reviewed the municipal code section that limits moved manufactured homes to those within five years of original construction. The applicant's representative, Jessica Carter, testified on behalf of owner Barbara Yanes that the unit (a 1978 Redman New Moon) had undergone a comprehensive floor‑to‑ceiling renovation and would not detract from neighborhood character.

Council members raised the code age limitation as a legal issue and asked whether the remodel had building permits. The applicant said the prior owner had obtained permits in Scottsdale and that documentation could be provided. The council briefly adjourned to executive session to discuss legal questions and returned to open session.

On the record the council moved to grant the variance with specific conditions: the applicant must provide community development documentation showing the remodel was performed with proper permits and that the home meets current code standards; the home must pass an inspection by the town before being moved onto the site; and the applicant agreed not to move the mobile home into Florence until those conditions were satisfied and the town had issued necessary permits. The motion passed with the applicant acknowledging the stipulations on the record.
