Joe Kudzler asked the council to place a resolution on the December Skagit Transit Board agenda to add two rider (non‑elected) representatives to the transit board and offered to serve as a proxy. Kudzler said the state legislature had authorized such representatives this year and that he and some local lawmakers support the change to improve rider representation and fiscal oversight.
Philip Murray said removal/grading of former railroad tracks between Eastern Street and his property has increased nighttime trespass and vandalism, including rocks thrown at vehicles and trailers; he asked the city to address patrols and safety in the area.
Matthew Martin described an ongoing rat infestation at 1023 Nelson Street, estimated property damage in excess of $10,000, and alleged the neighboring property constitutes rodent harbor in violation of cited RCW provisions. Martin said he had repeatedly reported the issue to code enforcement, sought a written response from the city outlining steps to resolve it and asked for a thorough investigation and consistent enforcement.
Council took no formal action on these public‑comment items at the meeting; staff and council acknowledged the concerns and public-safety and code‑enforcement follow-up was implied for later work.
