The Conway City Council voted unanimously to reallocate $500,000 of pay-as-you-go sales-tax revenue — a quarter-cent portion of the city’s 1.75¢ sales tax — into the general fund. Finance staff explained the quarter cent originally was dedicated to bond issues but, over time, became a permanent general-revenue source that council may spend for any legal municipal purpose.
Council discussion centered on whether the reallocation would be consistent with recent voter preferences for public-safety funding and how the money should be used in the coming budget. One council member said: “I don't like the look of switching money away from that,” referring to public-safety capital, and urged caution until council sees a draft budget. Other members said freeing the $500,000 into the general fund was a first step that would allow council to direct the dollars to staffing and salaries when they finalize the budget.
Staff and several council members emphasized this reallocation does not, by itself, earmark the funds for a specific purpose; if the resolution does not pass the $500,000 would remain allocated for police and fire vehicles. The resolution passed 8–0. Council directed staff to reflect the reallocation in upcoming budget materials so members can decide whether to assign the dollars to public-safety salaries or other needs when they finalize the budget.
