Laramie City Council approves land-use changes, rezoning and several ordinances and resolutions

The Laramie City Council on Nov. 18 approved a series of land-use and administrative actions, including a change to the comprehensive plan's future land-use map and a rezoning of property near Snowy Range Road, West Garfield Street and the Laramie River.
In a unanimous 8-0 vote, the council approved a resolution amending Map 3.2 of the Laramie comprehensive plan to change the identified parcel's designation from "UC ' Urban Commercial" to "UR ' Urban Residential." The council noted three public comments were received on the matter during the hearing.
The council also rezoned a property bounded by Snowy Range Road, West Garfield Street and the Laramie River from I-2 (industrial) to R-3 (multifamily). That ordinance passed 7-1 with one member absent.
On third and final reading, the council adopted Ordinance No. 21-14, amending Laramie Municipal Code — 15.24 to revise general contractor licensing requirements, years of experience and elements of the appeals process. The ordinance passed 6-2 with one member absent.
Council approved Resolution 2025-93 to continue the suspension of the surface water management program through June 30, 2026, a move the council said would allow staff and elected members additional time for program review and implementation; the resolution passed 8-0.
The council also approved a letter of support for Low Income Housing Tax Credit (LIHTC) projects LaVotte Square 1 and 2 and adopted Resolution 2025-92 establishing the 2026 street rehabilitation project; both items passed 8-0 with one absence.
Earlier in the meeting the council approved its consent agenda, 8-0, which included approval of minutes, contract amendments, a temporary out-of-town liquor license for use within city limits, a resolution appointing two members to the Environmental Advisory Committee, and agreements with Firefighters Local 946 (International Association of Firefighters).
Mayor Combee read a proclamation endorsing Small Business Saturday on Nov. 29 and encouraged residents to support local merchants. The council recognized Lynn Trujillo, Lark Division Records Supervisor, as the City's October "Rockstar of the Month."
