Columbia County Planning Commission forwards 'Foundations for the Future' draft comprehensive plan to regional and state review

The Columbia County Planning Commission voted Nov. 20 to recommend the draft "Foundations for the Future" comprehensive plan and to forward it to the Central Savannah River Area Regional Commission and the Georgia Department of Community Affairs for review.
County planning staff introduced the five-year update as a required vision-and-policy document under state planning guidelines and said the draft reflects about 10 months of work by staff and consultants. Staff told the commission that Department of Community Affairs (DCA) review is required before the Board of Commissioners can adopt the plan and that the county hopes to complete DCA review and return to the Board for consideration in January or February 2026 to remain eligible for state funding.
Consultants from the planning team described the plan's structure and purpose: it is a policy-level roadmap containing "should" recommendations to guide future zoning, capital improvements and project prioritization. Presenters highlighted chapters addressing land use and development, housing and neighborhoods, commercial and industrial character areas, transportation (including active-transportation connections and freight rail), community facilities, broadband requirements, historic and cultural resources, natural environment protections and an implementation/action matrix.
Consultants said outreach included a mix of pop-up events, online surveys and an interactive map. Staff reported about 2,200 unique project-website visitors, roughly 400 sign-ups for project updates and nearly 1,000 survey responses. The consultants urged residents to review the draft on the project website and provide feedback before the DCA review period.
A member of the public attending the hearing complimented the outreach approach. After the presentation and public comment, an unidentified commissioner moved to recommend the draft plan to the regional commission and the DCA; the motion was seconded and carried.
Next steps: the commission's recommendation officially transmits the draft for regional and state review; the commissioners will hold a public hearing before taking final action on adoption at a future Board meeting once DCA feedback and any recommended revisions are complete.
