Melissa presented proposed amendments to Personnel Rules 1, 10, 12 and 13 aimed at consolidating probationary language into Rule 10 and updating appointment and probation processes. She said the key change reduces the probationary period for lateral police officers from 18 months to 12 months while retaining an 18-month probation for entry-level police recruits. Melissa told the council she had circulated the proposals to department heads, union and association presidents and consulted with the Police Officers Association and department leadership, who expressed no objections to the lateral change.
A councilmember moved to approve Resolution 25-062, which also clarifies that appointments are to be made by the department head "in consultation with" the HR director rather than by the HR director alone. The motion was seconded and passed on a roll-call vote: Evans (Yes), Miller (Aye), Gookin (Yep), English (Yes), Wood (Yes), Gabriel (Yes).
City staff said the amendments include only housekeeping edits in addition to the lateral probation change, removal of outdated references (for example to a 5% increase on probation) and clearer language on transfers and promotions. The presentation noted the Police Association and the department's chief supported limiting the 12-month probationary language to lateral hires rather than applying it to entry-level recruits.
The resolution takes effect per the city's adoption processes. Council members thanked staff for outreach and for incorporating the association’s input. The council moved on to other agenda items after the vote.
