Applicant counsel emphasized the site’s industrial context and argued the proposed private marina is less intensive than a previously approved office/commercial marina scheme. The Coast Guard’s commanding officer at Base Miami Beach requested further coordination, noting operational concerns including potential lighting spill from night sporting activities and the need to maintain certain rooftop line‑of‑sight equipment; the applicant committed to work with planning staff and the Coast Guard on those operational details.
