Robert Lacroix, operations chief for the fire department, presented a workshop item on adopting the 2006 Wildland-Urban Interface (WUI) Utah code to comply with House Bill 48.
Lacroix said HB 48 requires jurisdictions to adopt a WUI code and that the state is developing a WUI risk map with three risk levels (low, medium, high). The city team used a risk-score threshold near 7 to draft a local WUI zone that includes areas east of the Bonneville Shoreline and Deer Trail within Logan City. Staff emphasized that adoption of a WUI code and a local map is connected to participation in the Cooperative Wildfire System (CWS) agreement that provides state-assigned risk coverage; failure to adopt could jeopardize that coverage.
Staff noted the state map was expected in January and that the city’s draft line could be adjusted after the state’s release. Council asked about which properties would be affected and whether private land would be included; staff said much of the area east of the draft line is state land and not private buildable parcels, but confirmed the city would add a map section to the resolution before final adoption.
Next steps: staff will add the map section to the resolution and monitor the state’s forthcoming WUI map; the council indicated readiness to proceed but final adoption steps and formal citation will be coordinated with the city attorney and clerk.
