Members discussed several distribution options: embedding a link or QR on utility bills, hosting a SurveyMonkey questionnaire, and providing printed copies at city hall or the post office. Commissioners agreed to check with city staff and the city attorney (Jill) to ensure compliance with public-meeting rules (Brown Act) before meeting outside a publicly noticed agenda.
The commission also heard a cautionary note about social-media management. Justin, speaking during public comment, advised against commissioners creating an independent Arts & Heritage Facebook page, saying: "anything you say or do in the name of the city can be held over the city. If you were to say delete the person's comment ... That is a violation of the First Amendment." Commissioners responded by favoring use of the official City page for postings and agreed to ask the City Council about posting links on the official page.
