The Bonita Springs City Council held a lengthy first‑reading discussion on an ordinance to consolidate advisory land‑use boards into a single seven‑member planning-and-zoning board.
City attorney and staff described the proposal as a consolidation that preserves existing standards of review (legislative review for comprehensive-plan amendments and quasi‑judicial review for rezonings) while allowing advisory hearings to be combined when applicants are ready. Staff said the primary time savings occur on the front end for applicants because the local planning agency and zoning board would be able to hold their advisory hearings at a single meeting rather than separate meetings.
Several council members raised concerns that consolidation could reduce public input by eliminating one public forum, limit notification opportunities for separate land‑use and zoning actions, and complicate the public's understanding of different review standards. Supporters said consolidation can reduce duplication, improve communication and convenience for the public, and allow applicants who are prepared to present both land‑use and zoning materials to proceed more efficiently.
Council directed staff to return the ordinance for a second reading and indicated a consensus to consider folding other boards'duties (historic preservation and tree board elements) into the consolidated board only after staff identifies which duties require specific membership requirements. Staff also said a temporary resolution will assign historic preservation duties to council short term while the transition is completed.
