Here are the key formal actions the Homestead City Council took on Nov. 19, 2025.
- Tab 17 (Children's Trust subcontract awards): Approved. Motion carried by roll call; mayor recorded a no vote. Staff to implement subrecipient agreements and provide audit reports to council.
- Tabs 4, 5, 6 (site-plan amendment, junkyard and recycling/transfer special exceptions at 175 SW 14th Ave): Deferred to January for re-advertisement to allow staff and the applicant to refine conditions and enforcement language. Motion carried.
- Tabs 7, 8, 9 (The Palace phase 2: site plan amendment, variance, special exception for 240-bed skilled nursing): Deferred to December pending a comprehensive traffic study and right-of-way analysis; applicant proffered to construct mitigation if feasible.
- Tabs 10, 11, 12 (Kingston 3 28 neighborhood center with gas station): Deferred due to revised plans that required re-advertising and further review.
- Tab 13 (Ordinance amending mural approval process): Passed first reading; council directed staff to return with an overlay approach for specified downtown corridors for second reading.
- Tabs 14 and 15 (budget amendments): First readings approved to roll over prior-year funds and reallocate within the general fund.
- Tab 16 (Proposed purchase of 406 Washington): Council voted to extend due diligence through Feb. 27, 2026, conditioned on seller executing an addendum; staff will commission phase-2 environmental testing if needed and a third appraisal. Companion CRA item to allocate a $1,000,000 down payment was deferred.
- Tabs 18'23 (procurements, CAPER, police-equipement trade-in, solid waste franchise awards, transportation fund consolidation, employee health-clinic funding): Council approved the continuing A/E contracts (Tab 18), CAPER (Tab 19), trade-in for police firearms credit (Tab 20), solid-waste franchise awards (Tab 21), transportation fair-share fund consolidation (Tab 22) and establishment of an employee health-clinic budget using insurer rebates and credits (Tab 23).
