The West Sacramento City Council on Nov. 19 adopted Resolution 25-116 to declare public interest and commence eminent-domain (condemnation) proceedings to secure rights and property interests necessary for the Ice Street Bridge replacement project (CIP10033).
City counsel and real-estate staff explained the action was prompted by unclear title on several parcels needed for the bridge work. Staff said there is no impasse on financial terms with the property owners but that condemnation is the most expeditious path to clear title issues and move the project forward; staff also said partial settlements have been reached on at least one parcel and negotiations continue on others.
A public hearing was opened and closed with no public speakers. Councilmember Early moved the resolution; a second was recorded and the council approved the resolution by roll call (recorded 'Aye' by Councilmember Alcala, Councilmember Early, Mayor Pro Tem Salpizio Hall and Mayor Guerrero). Staff said adopting the resolution allows the city to proceed with the statutory eminent-domain steps required to secure necessary property interests for the bridge project.
What happens next: staff will proceed with the condemnation process to clear title, while continuing negotiations with property owners where possible. The city characterized this as a procedural pathway to clear title issues rather than a reflection of unresolved compensation disagreements.
