The Finance & Administration Committee voted unanimously on a slate of routine payments and capital authorizations at its Nov. 20 meeting.
The committee approved the scheduled bills for the general, solid waste and capital funds as presented in the packet. It then approved payment certificate No. 1 to Cipollone Junior & Sons for stormwater pumpouts in the amount stated on the agenda ($70,819.97), with staff noting a small remaining balance of about $8,000 to be released on a subsequent payment. Members also approved a certificate for sidewalk restoration work around the park.
On capital items, staff explained and the committee approved purchase of a sewer inspection camera—staff said the tool will allow borough personnel to scope sanitary and storm lines to locate failing laterals that can undermine the roadway. The purchase price was discussed in the packet as roughly $32,007.25. Staff said homeowners would be notified when investigations identify possible private-side problems and described an ordinance-based threshold that separates owner responsibility from the borough’s obligation to repair mains.
The committee also approved replacing the HVAC in the Girl Scout room at 80 Windsor with a high-efficiency split system (staff recommended the split option and cited a contract price of $12,200 for the selected option). Members discussed inconsistent page references and option pricing in the packet before voting.
Because of long lead times for specialized upfitters, the committee authorized scheduling and contracting to outfit a Public Works dump truck now so the upfit can be completed when the vehicle chassis is acquired next year; staff said the total vehicle-plus-outfit cost will be split across budget years (vehicle purchase included in the capital plan, outfit in the 2027 budget).
On taxation, the committee recommended Resolution 2025-21 to reaffirm the homestead and farmstead exclusion at $20,500 of assessed value for eligible properties for fiscal year 2026; staff explained the exemption is reported to the county and appears on property tax bills. The committee recommended the resolution unanimously.
Personnel actions included recommending the appointment of Griffin Laden as parking controller (staff said he has already started and is a borough resident) and accepting Rebecca Moore’s resignation from the Parks & Recreation committee after her election as judge of elections.
What happens next: recommended items will be transmitted to the full council or appear on the business meeting agenda as appropriate. Votes recorded in committee were unanimous unless otherwise noted.
