The Sun City West Governing Board unanimously approved Nov. 20 revisions to Membership Policy M02 (suspension of membership), adopting redlined language that clarifies procedures and timelines for suspensions and appeals.
Director Turner moved the engrossed changes, and staff explained the primary addition: if the general manager requests a suspension longer than the 60-day period provided in the policy, or if an affected person appeals, a hearing must be scheduled within 15 calendar days of receiving that request. Staff said the provision was added to provide a clear timeframe for when a hearing must occur.
Director Grama asked whether the new language could confuse the difference between suspensions for conduct and automatic procedures for delinquent assessments. Staff responded that the clause was intended to clarify reinstatement conditions: a member’s suspension ending does not automatically reinstate membership if dues remain delinquent — reinstatement also requires good standing.
Resident Gary Bach asked whether the board should be informed before the 60-day period expires and suggested a 10-day advance notice requirement; staff said, in practice, the general manager would notify earlier and reiterated that the 15-day hearing period is protective because an extension request even on the final day still requires a hearing timeline.
After discussion, the board voted to approve the redlined Membership Policy M02; the motion passed unanimously. The policy now includes the 15-day hearing timeline and clarifies reinstatement requirements; staff will incorporate the redlines into the policy manual and post them for member review.
