Commission approves annual spending plan, tables Sunnyside–Oakland EDA item

The Lawrence Redevelopment Commission approved its annual spending plan on Nov. 20 after counsel explained the requirement was created by statute in 2023 and must be submitted before Dec. 1. The draft plan lists maximum expenditures across categories (the total maximum shown near $6 million) but staff noted the commission does not currently have that level of expendable cash; the plan documents available bond proceeds (about $1.8 million) and other maximums to satisfy the statutory form.
Counsel said the spending plan is submitted to the common council and ultimately forwarded to state oversight as part of the DLGF process, though the commission’s funds are not subject to appropriation through council. The commission moved, seconded and approved the spending plan by voice vote.
On a related agenda item, staff recommended tabling consideration of the Sunnyside–Oakland economic development area (Resolution 5-25-20-25) because the common council referred the adoption to committee and the commission does not want to re-advertise until the council has acted. The commission voted to table the item; staff said it may return in December if council action allows the 10-day required notice period, or it could appear in January if timelines slip.
Next steps: staff will upload the approved spending plan and coordinate with the council and DLGF as required. The Sunnyside–Oakland item will remain tabled until the council takes committee action and the statutory notice period can be met.
