Neptune Beach audit staff told the finance committee the city is on track to complete the 2023–24 audit on schedule and that prior reconciliation work resolved lingering issues from earlier years.
Staff said the city closed the books for fiscal year 2024 and that auditors from the incumbent firm (Purpose Gray) conducted recent onsite fieldwork. Staff said they had spent significant time reconciling earlier years so the 2023–24 audit could proceed without prior issues rolling forward. "Any previous issues that this administration inherited have been reconciled," an audit staff member reported.
Auditor timeline and reporting
Committee members were told the 2023–24 audit should be finished by December, and an auditor (Andrew Miller) is expected to present the report to council near the start of the next year. Staff said the 2024–25 audit is scheduled to begin on time in March and that completing audits typically requires several months of field work after the fiscal-year close.
Integrity and public reassurance
Members and staff emphasized the distinction between earlier accounting errors (incorrect data entry and system migration issues) and any suggestion of missing funds. Staff said there was never a suspicion that city funds were missing and that prior discrepancies reflected errors rather than theft or loss.
Next steps
Audit staff will complete 2023–24 work on the stated timeline and present findings to council once field work and finishing steps are complete.
