Public works explained the original plan to coat the roof had been abandoned after staff found rust and structural concerns; the recommendation was for a standing‑seam aluminum roof. Mr. West said McHugh Home Services offered $2,000 of donated labor and would credit the prior roof cost toward the new work. “The total of that would be 11,000 just under $11,800,” Mr. West said during the presentation.
Council discussion focused on whether a lower‑cost shingle or screw‑down roof would be more appropriate for a structure that may be replaced in several years, and on the potential for outside funding tied to a Seahorse redevelopment. Councilor Rogers and others favored an interim fix that balances cost and durability; councilors also asked staff to verify contractor experience with aluminum roofs.
