Staff emphasized a time‑sensitive federal solar‑credit incentive that will be reduced at year‑end, making prompt approval financially advantageous. Commissioners asked whether batteries or islanding capability were included; staff said the proposed system is grid‑tied without batteries and that adding storage would materially increase costs and complexity (and would require different design choices).
Several commissioners expressed support for bundling the roof and solar work to save on mobilization and simplify warranty/maintenance responsibility by keeping a single vendor; Commissioner comments noted interest in expanding solar to parking canopies and other city assets in the future.
After discussion a motion to move forward with the roof project including solar was moved and seconded and the commission voted in favor.
