Neptune Beach — The Neptune Beach City Council voted unanimously to buy a trailer‑mounted high‑pressure sewer jetter from Harbin Inc. for $70,582.63 and to approve a budget transfer to pay for the unit.
Public works staff said the existing jetter is 21 years old, parts are increasingly difficult to find and the machine is used two to three times weekly to clear private laterals and small mains. “The request is to award to Harbin Inc in the amount of $70,582.63 and to approve the budget transfer as noted,” Mr. Calhoun told the council.
Staff said procurement used the Houston‑Galveston Area Council cooperative purchasing agreement, which the city attorney had approved for this purchase. The presentation noted roughly $1,300,000 is available in the city’s sewer‑improvements fund bucket and that the machinery and equipment line will be funded by a transfer.
Councilors offered no substantive amendments during discussion. The clerk called the roll; Councilor Horvath, Vice Mayor Livingston, Councilor Messinger, Councilor Rogers and Mayor Bylinski were recorded voting in favor. The motion passed.
Next steps: staff will execute the cooperative purchase agreement and process the budget transfer so the vendor can supply the unit.
