The DeLand City Commission approved a rezoning request to change about 7.35 acres on South Woodland Boulevard from a Main Street Townhomes planned development to C‑2 general commercial.
Planning staff member Kendall Story summarized the application and explained that the planning board had earlier recommended denial. The applicant requested a continuance for neighborhood outreach; counsel Jessica Gao said the owner met with about 10 Wellington Woods neighbors on Oct. 24, walked buffer widths and offsets, and negotiated private assurances on fence height.
Two residents, Michelle Pepin and Denise Logley, spoke to say they had met with the property owner, believed their concerns had been addressed and formally withdrew their opposition though they remained watchful about potential future impacts. Commissioners asked staff to confirm fence‑height and buffer rules; staff said a minimum six‑foot fence is required and that opaque eight‑foot fencing is allowed in C‑2 in many situations, and they confirmed a written commitment to the neighbors would be recorded.
A motion to approve the rezoning was moved, seconded and carried. The commission recorded roll‑call votes in the meeting record. Staff noted no specific future use has been identified for the site; any site plan will require additional traffic and school‑impact review as appropriate.
