Senior planner Kendall Story presented the request and the staff recommendation. Story said the parcel was annexed into the city on March 3, 2025, and the planning board recommended approval on Aug. 13. The planner told commissioners that the R1A zoning district is intended to encourage low‑density residential neighborhoods and that the district is compatible with the property's comprehensive land‑use designation. Story also noted the school board issued a Jan. 16, 2025, letter finding adequate capacity for future development.
