DeLand commission approves annexation, land‑use change and rezoning for 20‑acre Ridgewood development

The DeLand City Commission approved three related measures on second reading to annex and rezone about 20.13 acres at 210 North Ridgewood Avenue so the site can be developed as a townhome community.
Senior planner Emily Coho told the commission the applications (annexation AN25082, small‑scale land‑use amendment SMLU‑25‑83 and rezoning Z25084) received unanimous planning‑board support and passed first reading on Oct. 6. Staff said services are available to the site, school concurrency capacity will need to be reserved at subdivision, and a traffic study will be required at the subdivision stage. The proposed PD includes a maximum of 155 units but the applicant currently plans townhomes and has built in flexibility for future housing types.
Applicant representative Glenn Storch said the site has no wetlands or floodplain, that the developer intends to preserve existing oak trees and that the plan aligns with the city’s 2050 vision for transit‑oriented growth around the nearby SunRail station. Storch said neighbors’ concerns were addressed and that the project incorporates low‑impact development features, such as rain gardens and vegetative swales.
After the public hearing closed, a motion to adopt the annexation ordinance and subsequent motions to approve the land‑use change and rezoning on second reading were moved and seconded. Roll‑call votes recorded in the meeting transcript show unanimous approval and the ordinances were adopted.
The ordinances require additional project‑level reviews: a traffic study at subdivision, a school concurrency reservation at platting and an updated environmental survey before clearing. The staff report said stormwater will be sized to retain a 100‑year, 24‑hour storm event and that the PD provides 40% open space including tree protection areas.
The commission also read a resolution honoring long‑time Parks & Recreation employee Roger Olsen (36 years) at the start of the meeting and voted to adopt it.
