An unidentified CCP staff member told the group the county is technically live for CalAIM services effective Nov. 1 but is not yet billing because negotiations with a third‑party biller and software integrations remain incomplete.
"We're technically live with CalAIM though as November 1," the staff member said, adding the county and the vendor are still negotiating payment structure (flat fee plus percentage) and ironing out software interoperability so an implementation period will be necessary. Staff noted CalAIM allows a look‑back period so the county could recover costs retroactively once billing is in place.
Participants expressed frustration with state processes and siloed reviewers; several speakers said state reviewers sometimes request material that is present in plans but not where reviewers expect it. Committee members also discussed federal waiver uncertainty: some waivers that underpin parts of CalAIM are expiring at different dates, and the group lacks final clarity on which services require continuing waivers.
Next steps: county staff will keep negotiating the billing contract, pursue software implementation, and follow up with state contacts about waiver and program continuity questions. The committee will revisit the topic as contracting and billing milestones move forward.
