Committee directs audit of Apalachicola water utilities after residents report failures

The Joint Legislative Auditing Committee voted to direct the Auditor General to perform an operational audit of the City of Apalachicola following testimony about long-running problems with the city's water utilities.
Senator Simon said that, following a June town-hall and constituent reports, Apalachicola's water utilities had "failed miserably" to serve the community despite receiving more than $30 million in federal and state grants and that consent orders remain unresolved. He said residents asked JLAC for an independent review to clarify the utilities' finances and compliance history.
Senator Wright moved that the Auditor General undertake the operational audit and that the Auditor General determine final scope during the audit while considering Senator Simon's concerns. The committee approved the motion on a recorded roll call (10'0).
The Auditor General will determine whether to examine grant accounting, consent-order compliance, and utility operations as part of the audit.
