A proposed credit agreement between the City of Wausau and the Judd S. Alexander Foundation for the MBX property was tabled by the finance committee on Nov. 25 after alderpersons raised concerns about transparency and repayment terms.
Alder McElhinney and others said the terms presented in the loan documents differed from what they were told when the purchase was approved. "There was not these strings at all when this information was given to us," McElhinney said, adding that she could not support the agreement without clearer explanations.
Staff told the committee the city had already closed on the property and that the foundation’s proposal arrived afterward. City staff and the city attorney said the loan documents were light on objective standards for forgiveness and on the definition of "affordable housing" that would trigger loan forgiveness.
Alders also questioned the loan’s timeline: the draft sets repayment as coming due in September 2028, and several members said typical affordable‑housing redevelopment (including LIHTC financing) often takes longer than three years. "That's an ambitious timeline if you want the $250,000," staff said.
Given those questions, the committee voted to table the credit agreement so staff can clarify the terms, including the definition of affordable housing, forgiveness triggers, and whether the foundation would renew or modify the offer if a longer timeline is needed. Motion to table was offered by Watson and seconded by Tierney.
No vote on the credit agreement occurred; the committee asked staff to return with additional information.
