JCCR limits approvals for Arizona Department of Corrections projects amid budget concerns

ADCRR witnesses described the dialysis upgrades (a permanent home replacing an end‑of‑life portable trailer), security and generator replacements and engineering and A&E work required before construction. Members questioned the pace of encumbrance—the department had encumbered about $3.5M to date on earlier appropriations—and whether the full requested amounts would be spent quickly.
Vice Chair moved to approve items 1(d), 1(e) and 1(f) only and freeze the remainder pending further review; a substitute motion to approve the full package was moved, seconded, and tabled. The committee then approved the limited favorable review by roll call, recorded as 8 ayes and 3 noes.
Members directed staff and the department to coordinate on timing, A&E completion and whether a phased (A&E first) appropriation approach would be feasible, noting that some work (A&E and fire‑marshal reviews) can take substantial time before construction starts.
