The Parks & Recreation Committee recommended that the district board reallocate funds from the engineering/design line item to the community-center budget to pay for immediate mold abatement and directed staff to solicit bids for waterproofing work.
Committee members described multiple points of water intrusion at the community center — including leaks near a south wall window, the main entryway and at a storage area that "literally rains inside" — and said deferred maintenance has worsened the problem. "If we don't do anything, it's gonna get worse," one member said, urging action to prevent further deterioration.
Staff presented previously obtained estimates and design costs: a south-wall repair quote of about $25,000 and a remodeling quote near $30,000, while earlier CAD/engineering drawings cost roughly $4,000–$5,000. Committee members suggested using remaining engineering/design funds in the short term to abate mold and pay for initial repairs rather than delaying through multiple budget cycles.
A member moved that the board reallocate the engineering/general engineering line item to the community center for mold mitigation and direct staff to receive bids for waterproofing the facility. The motion was seconded and approved by roll call. The committee recorded the outcome as "Motion carries." The recommendation will be sent to the district board for final action.
Committee members said the work should be staged: immediate measures to stop water intrusion and abate mold followed by a larger phased upgrade that would address ADA compliance and potential interior remodeling. Staff noted some small fixes and maintenance have already been done (temporary fridge fix, silicone patches and air purifiers) but said a full watertight solution requires bids and funding.
Public commenters and committee members also discussed county code enforcement reports and prior testing; the committee asked staff to include any relevant inspection findings in the packet for the district board. The committee did not set an exact dollar reallocation at the meeting; members asked staff to return with bid estimates and a recommended transfer amount for the board’s consideration.
