Peter Bemis of Engineering Design Consultants presented a proposal for a three‑story, six‑unit building at 421 East Main St., representing River Investment Properties LLC. Bemis said the plan would reduce the existing FAR from 1.03 to 0.86, add on‑site parking and bring the building into conformity with surrounding multifamily stock.
Board members noted a May overhaul to the A‑2 zoning district that reduced lot, frontage and setback requirements and suggested the applicant consider building three or four units consistent with the revised bylaw. Members also discussed impervious surface (proposal would raise coverage to about 79 percent to accommodate on‑site parking) and potential stormwater offsets if approved.
Faced with those concerns, Bemis requested a tabling to revise the application and meet with staff. The board granted the request subject to the filing of the required tabling fee; the applicant agreed to return with modified plans at a future meeting.
